The Federal Reserve and the FOMC: the most influential rate-setter in the world

The Federal Open Market Committee (FOMC) is the policy-making body of the US Federal Reserve. Its rate decisions set the federal funds target rate — the benchmark short-term interest rate that ripples through every financial market on earth. Because the US dollar is involved in approximately 88% of all global forex transactions, Fed decisions move not just USD pairs but also EUR, GBP, JPY, gold, oil and equity indices worldwide.

The FOMC meets 8 times per year (roughly every 6 weeks). The rate decision is announced at 14:00 ET (20:00 CET), followed by Fed Chair Jerome Powell's press conference at 14:30 ET. Four of the eight meetings per year also include the Summary of Economic Projections — commonly called the "dot plot" — which shows each FOMC member's individual rate forecast.

The dot plot: the Fed's forward guidance tool

Four times a year (March, June, September, December), the FOMC releases the dot plot — a chart where each of the 19 FOMC participants places a dot representing where they expect rates to be at year-end and beyond. Markets focus intensely on:

  • Median dot: The median projection across all participants. A shift of even 25bp in the median can trigger 1–2% moves in EUR/USD.
  • Number of cuts/hikes priced in: If the dot plot shows 2 cuts for 2025 but markets had priced 3, USD strengthens as expectations are repriced.
  • Long-run rate (neutral rate): If the Fed raises its estimate of the "neutral" rate, it signals rates may stay higher for longer — persistently bearish for equities and bond prices.

Fed communication: statement, press conference, minutes and speeches

The Fed communicates through multiple channels, each with different market impact:

  • FOMC Statement (14:00 ET on decision day): Highest-impact release. Word-for-word comparison with the previous statement reveals policy shifts. "Pause", "patient", "data-dependent" vs "vigilant", "further firming" signal direction.
  • Powell Press Conference (14:30 ET): Q&A lasting ~60 minutes. Powell's tone — particularly on inflation persistence and labour market strength — drives the second wave of volatility.
  • FOMC Minutes (3 weeks after meeting): Detailed deliberations. Sometimes moves markets if they reveal more disagreement or concern than the statement suggested.
  • Fed speeches between meetings: Fed Governors and Regional Presidents speak frequently. Markets watch for alignment or deviation from the stated policy path.

How the Fed rate decision moves markets

The transmission mechanism from Fed decisions to markets is direct:

  • USD pairs: A hawkish surprise (higher rates or fewer expected cuts) strengthens USD against all majors — EUR/USD falls, USD/JPY rises, gold falls.
  • US equities (S&P 500, Nasdaq): Lower rates reduce discount rates and increase valuations. Higher rates compress multiples, especially for growth stocks.
  • Gold: Inversely correlated with real rates. When the Fed signals cuts, gold rallies. When it signals prolonged restrictiveness, gold struggles.
  • Emerging markets: A strong USD from Fed tightening creates capital outflows from EM, weakening EM currencies and equity markets.
